Yes. Install them anywhere you like. The only limit is how many streams play at the same time, which is set by your plan's connection count — not by how many apps or devices have the credentials saved.
VLC plays an M3U link perfectly well and is a good sanity check when you are diagnosing a problem, because it rules out player-specific bugs. It is not a great day-to-day IPTV experience though — no EPG, no categories, no favourites. Use it to test, then move to a proper player.
